
Increasing the speed of acquisitions by removing checks and approvals will do two things for sure; it will increase the amount and/or severity of mistakes and create an opening for a criminal element to enter the acquisitions process to defraud the American people. There is a reason for redundant checks, redundant approvals, parallel approval chains, stakeholder reviews, and quality control initiatives built into the federal defense acquisitions process.
Almost this entire Executive Order was written with minimal facts to substantiate claims, and the overwhelming intent is to mislead on true status while evoking emotional reactions. This Executive Order should have every Inspector General or criminal investigator concerned with any potential changes put into place by this administration. This Executive Order is the underpinnings for an arrangement that will be the reason for the Defense Department losing all control of the cancer Eisenhower warned us about in his farewell address.
The American people require more than blatantly misleading statements to determine exactly what type of refining is needed in the process preventing a large portion of the FRAUD, WASTE, and ABUSE that could happen or did happen at one time in the past. There is a reason for each step of the process, and it’s more than likely to attract more eyes onto purchases with progressive intensity. The way this order is constructed possibly betrays a scheme already in mind.
Be very careful with this Executive Order released in the midst of attempting to burn down international agreements, institutions, and economies. While your 401k was losing value and MGT made stock trades, the other hand was doing something.

- They’re designing, gaining approval on their design submittals, and fabricating the most security advanced, communications enabled, and fortified office building with a mid-air refueling capability to be ahead of every potential threat for the next 25-30 years. It’s not building a La Quinta with a cookie cutter design going in.
- This is almost nonsensical because it requires so many layers of detail to determine what is behind schedule and why. Making this blanket statement may be true for one item, vendor, contract, or whatever; however, it does not accurately provide a status of everything or even most things. There’s an exception to every rule, and an exception is not the rule. Without detail, this is a meaningless bullet point.
- I’m willing to bet that DCMA (Defense Contract Management Agency) can provide detailed notes on why the program is behind schedule and overbudget. This is not even a partial justification to ‘streamline’ the federal acquisitions regulations with the biggest spending department of our federal government.
- A RCOH normally runs around five years. The RCOH includes time for testing and commissioning of almost every single thing on that carrier. Both reactors will receive new fuel, almost completely new reactor plants, and nearly a complete renewal of the steam plants. Aviation spaces will receive updates, the mess decks will be renovated, and almost every interior piece of that ship will be replaced. This is only planned to occur once in the 50 year service life of the carrier, and it’s right now not even to the 25-year midpoint.
- There is a major point of concern with the mention of the Stennis and its RCOH.
- The Managing Editor of Area Dispatch was one of ship’s company aboard the USS Dwight D. Eisenhower CVN-69 for the final portion of the RCOH, reporting to the ship just after it had left drydock.
- It appears the Stennis left the drydock portion just over one year ago. They may be looking at sea trials at the end of the year. After that, they are returned to full duty.
- The Stennis began its RCOH in 2019, quite a bit ahead of schedule with the 25-year midpoint normally being the RCOH beginning for those overhauled in the past.
- There was also a little hiccup in 2020 where many throughout the country were kept out of work due to a largely mishandled at the top global health risk. 2020 has been considered by many in this world to be almost a complete loss.
- It does appear the shipyard workers were deemed ‘mission essential’ and kept at work, but that still doesn’t account for the most of the rest of Earth not receiving that label of importance.
- There is a major point of concern with the mention of the Stennis and its RCOH.
