Track 4

The corrupt and criminal abuses of power
by Anson County’s current, questionably appointed Sheriff
have gone on far too long
without ever truly being checked.
He has been allowed to corruptly abuse his power
repeatedly throughout his career behind a badge,
and has consistently received no more than a slap on the wrist
with each occurrence of
someone from the public
working to hold him accountable
for an abuse against them or someone else.

Will he ever be held accountable,
or will he continue to be rewarded
for his criminal acts that appear to
have been corruptly ignored?
Howell’s
corruption highlights the corruption
that is rampant and fully entrenched
within our state government
and many of its counties.

This track, and others, were provided
in response to the subpoena below:

Did you

hear it?

The Subpoena:

Did you hear what
you shouldn’t hear?

Listen again if
you didn’t hear it.
We’re not talking about the multiple requests
to give the 911 dispatcher a call to speak on something
not a radio frequency that is public record.

Do you know what you shouldn’t hear
on the recording and
why there is a time-date stamp
with each transmission?

Those requests do seem suspicious, but there is definitely something we shouldn’t hear on this track.

You shouldn’t hear silence. Digital data storage requirements are essentially the same
for dead air as they are for spoken word. Recording only the transmissions limits
the amount of data storage needed for a much longer period than if it recorded continuously.
The suspicious requests to call off of a public frequency are frustrating,
but the radio traffic recordings are public record. This track was delivered, with several others,
in response to a subpoena from a criminal case in North Carolina. We think there may be
conspiracy to commit a felony charges to accompany the felony crime you hear on this track.

Where this becomes a criminal matter is with what was erased from Track 4.
Our belief is the erased communications stripped Howell of qualified immunity
when he verbalized his thinking and made a derogatory comment over a public frequency
that is public record. The subpoena is addressed to Holly Mullis with 911 Communications
that falls under the Sheriff and then Chief Deputy of the Sheriff’s Office.
That’s where the ‘Conspiracy To Commit A Felony’ comes in.
If your supervisor directs you to do something that you believe to be criminal and you still do it,
then you’ve conspired to commit a crime with that supervisor.
That’s one of those times in life that you have to make a tough decision and take a stand.

Holly apparently didn’t do that.
